There is, in fact, a Doctor. A Doctor without a Rose along, though what that says is, at the moment, anyone's guess. He's not sure yet why he's here, but the TARDIS brought him here, and there's usually a reason... so he's wandering through the park, looking just a little suspicious.
He glances over the Master without seeming to notice him. There's nothing particularly interesting about ducks.
