He pauses before answered, weighing his words carefully. He still isn't sure what happened to Gallifrey -- he has the shape of things, an idea he's faily certain is accurate, but no details. Well, there's nobody to give them to him. The question's one more piece to the puzzle, but he'll be damned if he lets this Doctor know what he's not aware of. No need to reveal his hand when, for all the Doctor knows, he holds all the cards.
The Master simply shrugs, and settles for, "I wasn't there."
